X.Net Internationalization and Unicode Adaptor

xIUA is a starter package to help users develop application code to interface with ICU (International Components for Unicode). It contains useful code that does not belong in ICU. xIUA is designed to simplify enabling thread safe, cross platform Unicode support in applications using familiar C library style functions. It supports UTF-32, UTF-16, UTF-8 and code page data. It also has special support for web applications.
